Wondering Some More
*Disclaimer: I don't know what I'm talking about :D*
Although there are a few things that I think don't belong in SL, I like being part of a VR that has a very broad range of "local customs" even if I don't take part in those customs myself. It might be possible to have regions with a similar thing to the Covenants now covering land use - that is, have local Community Standards that vary widely.
This is where I get tricky. It could be that the regions with differing Community Standards just need "something" (a pop-up notecard warning? a webpage with an age tick-box? dunno) that would warn and limit accessibility. But what if there were several types of viewers available? Viewer 1 sees only PG or what-have-you areas on the world map. Viewer 2 can be downloaded only after ticking the box that says "I am over 18 years of age" and with that viewer a resident sees everything. Every time the viewer is opened the tickbox and TOS comes up.
Isn't that all you'd need to do on the 2d web? Why does it need to be more?

The idea to allow a client to limit zones to only PG is interesting, and probably easily done...
...But all users of SL are consenting adults (or are supposed to be), so what tools do we give them to choose what they wish to interact with?
My island is PG. But the airstrip that flies aircraft to, and sells trucks to drive on, is Mature, because they like guns, zombies, etc.
PG in SL is really more like our G sign...

All adults don't wish to interact with the same content: "PG" is just an example.
No one is going to send their sensitive information to that company, and I don't want to lose my friends, plus I don't understand why we need more in SL than suffices for the 2d web.
I would suggest identifying whatever content is: A)disallowed, B)rated inoffensive, or C) "must be over 18 and understand that content is created to a wide range of standards but is all legal" - in other words, that some things might offend a person, but STFU as there was a warning.
