Yes, and did you notice that you do not even have to have it placed anywhere near your existing island? (you do still have to already own an island, to buy one of the ocean sims).

I don't know if this is a good thing, or a bad thing.

I didn't actually have time to read it - just that first sentence or two - but I'm not sure either if that matters or not. Probably is good as I bet there isn't necessarily room for everyone, and then too someone might want an openspace sim as a separate concern, or as a rental.
